Privacy Notice from the Office of Patient Recruitment
Dear Research Volunteer:
The NIH Clinical Center is committed to protecting your privacy.We value the trust and confidence you place in us.This Privacy Notice explains the collection and use of Personally Identifiable Information about you by the NIH Clinical Center’s Research Volunteer System. (RVS).
The research team provides your SSN to CC OPR staff and authorizes payment for compensated services. Effective January 2014, RVS will securely send your name, SSN, address, and email address to a new NIH Office of Financial Management system, Secure Payee Registration System to process payments to the Treasury Department.
Please note that by allowing data to be entered into the NIH Clinical Center RVS you are accepting the practices described in this Privacy Notice and consent to the collection, storage and use of personal information about you as described in this Notice.
Purposes and Use of Information We Collect from You
The primary use of your information is for referral to principal investigators and for processing requests for compensation.
Information collected to establish a record in RVS includes:
- Contact information
- SSN or Tax ID
- Medical notes
- Medical Record Number (if enrolled in a research study at the NIH Clinical Center)
- Protocol number
- Date of Participation
- Amount to be Processed for Payment
Protecting the Confidentiality and Safety of Information
The NIH Clinical Center RVS is designed to provide one central location in which all researchers at the NIH can enter information regarding payments related to their studies and the individuals that participate in the study. Information collected through the NIH Clinical Center RVS is not shared outside of NIH. The NIH Clinical Center maintains physical, electronic and procedural safeguards to comply with the Privacy Act of 1974 (5 U.S.C. 552a as amended).We do not use your personally identifiable information for any other purpose except as explained in this Notice.
Security of Information
At all times, security maintenance and administration is an important part of website operation and maintenance. The NIH Clinical Center RVS uses appropriate administrative, technical and physical controls outlined in NIST SP 800-53 for protection of information contained therein. The RVS is protected by multiple firewalls, vulnerability scanning, and advanced encryption technology. Access to volunteer information requires entry of a personalized ID and password. Remote access to the RVS website requires use of a Virtual Private Network (VPN) and two-factor authentication of the user.
The legal authority to operate and maintain this Privacy act records system is 42 U.S.C. 241, 248, 282 and 2421.
