FY 2001 Key Initiative: Alternative Personnel System Project

Collaborator: Steve Benowitz, Director, Office of Human Resource Management, NIH
Purpose/Goal: Improving the personnel system to increase recruitment and retention for paying nurses and allied health employees .
Scope: The new system will apply to nurses and allied health employees only; new employees will be placed in the new
Title 42 system; current employees may stay in Title 5 system or change over to the new Title 42 system.
Resources: No additional resources are anticipated at this time.
Timeline: Presentation Date: October 2000 – Acting Director, NIH approves concepts; pending discussion with HHS staff
and Assistant Secretary for Management, HHS.
Implementation Date: January 2001
Outcomes: The Alternative Personnel System Project for Support Staff will support achievement of the CC strategic goals through effective human resources management by promoting:
• Effective staffing through timely recruitment and retention of highly qualified employees;
• Flexible and efficient administrative processes responsive to changing program needs and labor market conditions;
• Performance management and incentive systems (payment structure and supplemental pay) that motivate and develop employees to support organizational goals;
• With the complementary impact of supporting a diverse workforce.
