“What Are Department Heads Telling Us?”
Prior to the FY 2000 annual department heads retreat, the CC Director queried department heads for major areas of concern. Subsequent discussions at the retreat surfaced the following areas needing improvement.
Communications
Department heads identified management of information as a critical issue to address this year. As information overload was strongly acknowledged, clear and focused communications delivered in a timely fashion to Clinical Center employees were the primary concerns reported. Recommendations included improving the current structure of the department heads meetings, increasing the number of town meetings, and exploring new ways to enhance the effectiveness of communications with Institutes.
Quality Recruitment and Retention of Personnel
Department heads reported multiple barriers to effective recruitment of highly talented scientists and clinicians. Lack of flexibility in hiring quickly with competitive salaries to meet staffing needs was a major theme. The issue of retention also related to barriers in promoting and providing strong incentives that take into account diverse employee needs.
Planning
The third united concern department heads reported was communications with the Institutes related to planning. “How can we better translate what the Institutes are telling us into resource projections for the Clinical Center?” was the key question posed. Exploration for improving or creating more informal and formal processes was suggested.
